Setting the Standard: Helix CEO Takes on BIR CAS Regulations with Seminar for SMEs and Large Taxpayers

There are over 3,700 large taxpayers who are not compliant with the Bureau of Internal Revenue's (BIR) regulations. To address this issue, the BIR issued regulation No. 09-2009, which requires all large taxpayers to acquire a Computerized Accounting System (CAS) that is compliant with e-documents and other records required by the BIR. The CAS involves the integration of different component systems to produce computerized books of accounts and accounting records.

The same regulation applies to the top 500 medium-sized provincial taxpayers in every revenue district that are equivalent to large taxpayers. The BIR Special Task Force, Computerized Systems Evaluation Team (CSET), has been activated to monitor medium and large taxpayers, leading to more active campaigns and stricter enforcement by the tax authorities.

To comply with this new regulation, taxpayers must obtain proper authorization from the BIR before adopting a Computerized Accounting System (CAS). A system that is not approved by the BIR will incur penalties, with P25,000 for the first offense and P50,000 for the second offense. If a taxpayer generates a sales invoice or official receipt from an unauthorized CAS, they will be penalized with P1,000 for each document issued, up to a maximum of P25,000 per year.
